The "Trans" Fraud: Wolves In White Coats

A new government report is long-overdue proof that greedy medical providers exploited vulnerable children for financial gain through radical gender procedures and deceptive insurance coding.

"Wolves in White Coats" from the U.S. Department of Health and Human Services (HHS) exposes more than 225 hospitals and health systems in the U.S. that preyed on vulnerable children and told families that their kids needed life-altering medical treatments for misdiagnosed gender disorders.

The light has been turned on, and we can see clearly now what has actually been going on in the "trans" industry.

Be informed, not misled.

Physicians now say ideology, not medicine, is driving so-called "trans" treatments that harm children.

The 64-page report shows that "These are sex-rejecting, mutilating transgender procedures promoted by the Biden administration." 

HHS Assistant Secretary Brian Christine, MD, stated in an official administration video message released online announcing the report. "Thanks to President (Donald) Trump's leadership, we're changing course."

The U.S. Department of Health and Human Services (HHS) today released a commissioned report, Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of “Gender Medicine,” examining insurance coding practices, perverse financial incentives, and the provision of sex-rejecting procedures for minors. Drawing on Centers for Medicare & Medicaid Services (CMS) Guidance, Department of Justice (DOJ) investigations, peer-reviewed scientific literature, hospital records, whistleblower testimony, nationwide insurance claims analyses, and interviews with patients and parents, the report presents HHS’ findings and recommendations about the industry pushing and profiting off so-called “gender medicine.” A short-form documentary illustrating the report’s findings and highlighting the stories of victims of predatory gender medical practices was also released in conjunction with the report.

According to the report, more than 225 hospitals and health systems established pediatric gender programs nationwide. The report also analyzes nationwide claims data from 2015 through 2025 and identifies approximately $50 million in insurance claims for puberty blockers billed using endocrine disorder diagnostic code E34.9 (Endocrine Disorder, Unspecified). It further reports that nearly $11 million in claims for patients ages 13–17 were billed using a diagnosis code for precocious puberty E301 — findings the report says warrant additional review of insurance coding practices.

Vice President JD Vance, as Chairman of the White House Task Force to Eliminate Fraud, and Secretary Kennedy referred hospitals and clinics identified by the report to the Department of Justice and the HHS Office of Inspector General, respectively, for possible violations of federal law.

Vice President J.D. Vance added that these hospitals and clinics defrauded families, insurance companies, and taxpayers of millions of dollars.

"So many of these people got rich not by doing what was good for the patient, but by actually mutilating these kids," he said. "It was disgraceful."

HHS Secretary Robert F. Kennedy Jr. said,  “This report identifies troubling billing practices that demand scrutiny. HHS will follow the evidence, protect taxpayers, and hold accountable anyone who broke the law or violated the trust of patients and families. Under President Trump’s leadership, we are restoring transparency and integrity to American medicine. The report recommends that federal and state agencies review coding and billing practices, strengthen oversight of claims submitted to public health programs, and refer suspicious billing activity for appropriate investigation when warranted."

CMS Administrator Dr. Mehmet Oz says, “When billing practices obscure what care was actually provided, especially when children are involved, we have an obligation to follow the facts. We will protect the integrity of our programs, demand accountability, and make sure the American people are not footing the bill for sex rejecting procedures that inflict potentially irreversible harm on young patients.”The report’s claims analysis draws on nationwide insurance billing data and reviews federal medical coding guidance to examine billing patterns associated with puberty blockers prescribed to minors. The report recommends continued oversight of insurance coding practices and appropriate review of billing activity that may warrant further investigation under applicable federal and state authorities."

Talking about this on "Washington Watch," Dr. Quentin Van Meter, a pediatric endocrinologist and former president of the American College of Pediatricians, noted that the report was accompanied by a video examining the histories of at least nine individuals who made futile attempts to change gender.

"The whole thrust of this is that in order to be able to get insurance coverage for the family to not bear the cost, or for the healthcare system to bear the cost, was to not use codes that had to do with transgender … and instead to use generic endocrine disorder, non-specific, as a code for hiding behind and then getting paid for, and also justifying the cost of medications through pharmacies and then also for surgical procedures," Dr. Van Meter explained.

He said the cost of the medications alone can be upwards of $20,000 a year for the total package of puberty blockers and cross-sex hormones. Medical visits and the morbidities that happen, where organ systems begin to fail, sterility happens, and genital structures begin to atrophy, come at additional costs.

He called it "very definite deceit on purpose," noting that it is nothing new, as every year includes massive Medicare and Medicaid fraud.

"It was pretty obvious that there was fraud going on, and this finally uncovered it," Van Meter said of the report.

He believes political ideology is driving this more than anything else; the secondary benefits are financial.

"It's an ideology that is so harmful in so many ways, and it's been passed on as quality medical care and actually standard of care," Van Meter lamented. "The political ideology is so deeply rooted in things that are so anti-American in so many ways, and the children have been the victims."

But like Christine said, the Trump administration is working to correct it.

For example, the Federal Trade Commission and four states have sued the World Professional Association for Transgender Health (WPATH), alleging that the global group made deceptive claims and provided the means for medical providers to mislead parents about the safety and necessity of pediatric gender-transition services

Van Meter pointed out that WPATH guidelines have been the bedrock of the entire gender industry, but this case has shed light on the fact "that there never really were standards of care, and there was no scientific basis for what they recommended."

He believes the international standard of gender critical care, which includes compassionate healthcare, mental health evaluations, and ongoing treatments for kids, is the way to help children who say they are confused about their gender.

Takeaway

The hospitals and clinics listed in the HHS report have been referred to the Justice Department for possible criminal charges.

"If someone broke the law, we are going to hold them accountable," Vance said in the announcement video.

"If the medical establishment failed children, we will confront that failure and restore the sacred duty to do no harm," Christine added.
